Malaysia and the Lady...

I listen to one of our local radio stations last week with astute seriousness, yet I couldn't figure out what I heard. It actually sounded like...Malaysia, a lady who drank alcohol shall be punished after the Ramadan fast. Up until this moment, I can't understand the essence of punishing someone who has committed a punishable offense only after a period of sober reflection and repentance.

Perhaps we need some serious Islamic laws indoctrination, as well as Islamic tenets appreciation course, so that we Non-Muslims can appreciate or understand what could be termed universal pronouncement. However, I need help to understand whether it is an outright crime to pardon the young alcoholic tasty lady, at least in the spirit of Ramadan. Islamic Scholars, please help me out! I'm sure there are many others like who may like to know what is acceptable or pardonable in the context of Islamic laws; indeed I ask with humility, and hope someone with help me to appreciate Islamic laws.
